People wait in line to enter the temporary homeless shelter at the California National Guard Armory in Sylmar Tuesday, February 21, 2017. The LA County Board of Supervisors asked its staff Tuesday to look into how much it would cost to lease the Sylmar Armory, now owned by the National Guard, and how much it would cost to repair it to keep it open 24/7 as an emergency shelter for homeless people. Right now, the armory is only open for the homeless at night during the winter months. The shelter is run by Hope of the Valley Rescue Mission. (Photo by Hans Gutknecht, Los Angeles Daily News/SCNG)
